Biography
Dr. Lionel von Frederick Rawlins is the Vice President of Safety and Security Systems Management at the American University of Nigeria. He is also Director General of the Center for Conflict Analysis, Early Warning, and Peace Building, as well as Professor, and Technocrat. Prior, he was the Director General of the Center for Disaster Management and Humanitarian Assistance (CDMHA), and a United States Marine. He has working experience in South and Central America, the Far East, Near East, the Middle East, Europe, Iraq, Afghanistan, and Africa. Dr. Rawlins has also served as a dissertation committee member and dissertation chair, supervising many doctoral candidates to their terminal degrees.
He has been professionally involved in conflict resolution and peace building as a mediator, negotiator, facilitator, trainer, executive and conflict coach, dispute systems designer, and researcher. He has consulted for private, civic, military, religious, and community organizations. Dr. Rawlins has been interviewed on radio and television regarding international conflicts and national security issues, having had his own radio and TV show in Africa.
Part of Dr. Rawlins’ research and outreach responsibilities are in the areas of crime, violence and terrorism, human security, national security, strategic policy, and securing U.S. interests in an era of persistent irregular and hybrid conflicts. He has conducted high-impact, policy-relevant studies regarding the strategic environment, its principle strategic challenges, and the relative balance of national security ends, ways, and means to contend with them. He has also investigated ways of merging design and conflict analysis to achieve a multi-dimensional understanding of conflict.
Dr. Rawlins is currently conducting research in North Africa and the Sahara/Sahel on conflict analysis, early warning, and peacebuilding. This research is based on communication, planning, and coordination among international, national, and local non-military actors and military leaders before, during, and post crises to facilitate the mutual effectiveness and efficiency of each. His research and cumulative work resulted in his appointment to the position of Director General, Center for Conflict Analysis.
